For instance, if anyone gifts a white flower to someone, then it is always taken to be a declaration of one's love for that person. In a similar manner, the gifting of a yellow flower to someone often means that one is angry with that person.

why statement 3 is false ?

S3) In Elvesland, sometimes one expresses one's anger by gifting a flower that is not yellow.

this statements talks about sometimes so if we have to prove it false then we have to prove it false in every case (by prepositional logic) so, there should not be a single case where someone is expressing his/her anger with a flower that is not yello. but we have only this information,

the gifting of a yellow flower to someone often means that one is angry with that person.

and often doesn't mean always. for example, we don't know what red or blue or purple flowers represent, do they represent joy or sorrow or anger. we are clueless about them.

so, from my point of view S3 should also be true with certainity because the statement itself creates the opportunity to make itself false sometimes, when yellow flowers are used to express anger.
